INTRODUCTION

The Anti-Crime and Anti-Corruption Movement (MAAC) arises as an organized citizen response to the deterioration of institutions, the penetration of organized crime at different levels of government, and the normalization of corruption as an everyday practice.

It is not a political party nor a passing experiment: it is a call to collective action to recover the State from civil society and to return to the citizens the power to supervise, evaluate, and demand accountability from those who govern them.

This dossier brings together 20 strategic actions, designed to transform security, justice, and governance in Mexico under a simple, radical, and verifiable logic: each proposal must be clear in its formulation, viable in its execution, and measurable in its results.
